An MTR is a material test report — the mill's certificate stating the chemical composition and mechanical properties of a specific heat of material.

In practice

It is issued by the mill that produced the material and traced by a heat number stamped or recorded on the stock. It states the actual measured chemistry and properties for that batch, not the generic specification.

Why it matters

For pressure-containing, structural and oilfield work, the part is only as certified as the material it was made from. If the MTR cannot be traced back to the bar the part came out of, the traceability chain is broken and no amount of inspection restores it.
