GD&T is a symbolic language on engineering drawings that controls the form, orientation and location of features rather than just their size.

In practice
Plus/minus tolerancing controls how big something is. GD&T controls whether it is round, flat, square to something else, and in the right place relative to a stated reference. It is written with a standard symbol set inside feature control frames, tied back to datums.
Why it matters
A part can measure perfectly on every plus/minus dimension and still not assemble, because nothing controlled how square or concentric the features were to each other. GD&T is how a designer says which relationships actually matter.
