Boring is enlarging an existing hole with a single-point tool to bring it to an exact size, position and straightness.
In practice
A drill makes a hole roughly where you pointed it; a drill wanders and cuts oversize. Boring takes that hole and corrects it — size, roundness, straightness and location — with a single cutting edge that can be adjusted in fractions of a thou.
Why it matters
Any bore that has to hold a bearing, seal or press fit is bored, not drilled. On large housings this is done with a line-boring setup so several bores share one true axis.
