An obsolete part is a component the original manufacturer no longer supplies, whether because the product line ended, the manufacturer no longer exists, or the tooling was scrapped.

In practice
Obsolescence is a supply problem, not an engineering one. The equipment still runs and the part is still perfectly makeable — there is simply nobody selling it.
Why it matters
Obsolete parts are the reason a great deal of working equipment gets replaced early. Having one machined from the old part is very often a fraction of the cost of replacing the machine it belongs to.
